How this product helps the rail industry

The Code of Practice (CoP) Type Approval – Signalling establishes clear expectations for evidence, assurance, and governance, enabling approved signalling products to be reused where risks and operating contexts are comparable. It improves industry outcomes by: 

  • Strengthening safety assurance through a structured and transparent approval process. 
  • Reducing duplication, time, and cost by enabling reuse of approval evidence across projects. 
  • Improving consistency, harmonisation, and interoperability across jurisdictions, reducing fragmentation and uncertainty. 
  • Supporting innovation, including digital and software‑intensive signalling systems. 
  • Enhancing regulator and stakeholder confidence in signalling approval decisions. 

This supports faster project delivery, stronger regulator confidence, and more efficient use of industry resources. 

About

This CoP provides a nationally consistent framework for the assessment and acceptance of signalling systems. It improves safety assurance while reducing duplication, cost, and uncertainty across projects and jurisdictions.

By providing a structured pathway for modern and emerging signalling technologies, the Code supports innovation while maintaining robust safety outcomes under the Rail Safety National Law (RSNL). It strengthens consistency between infrastructure managers, operators, suppliers, and the regulator. 

How to contribute

Code of Practice – Type Approval – Signalling is available for public consultation for 30 days. All interested parties are encouraged to provide comments during this time.
