AS 7718 Signalling Design Process Management

The objective of this document is to provide the Australian rail industry with a set of mandatory and recommended requirements for the signalling design management process. The main purpose is to promote a consistent approach to the signalling design process across the Australian rail industry.

This comprehensive process, if well implemented will substantially reduce the issues when developing the design as all aspects are considered in this process which will lead to:

• shortening of the implementation period;
• reduce the need for redesign;
• enable transferability of people;
• having a standard process;
• reduction in errors; and
• potential reduction in costs.

AS 7718 sets out a clear way to do signalling design that can be used across Australia. It explains what information is needed to start a design and shows a simple step-by-step process that can be scaled for small or large projects. It also covers the full life of a design, from the first idea through to operations and maintenance. This helps people work in the same way, which can improve productivity and make it easier for workers to move between projects.

AS 7718:2026 is a major update. It now follows a clearer structure based on the design lifecycle and aligns more closely with systems engineering and RAMS practices. The roles of people involved are more clearly defined, and there is better guidance for documentation and assurance. It also sets out clearer rules for managing configuration and changes. These updates reflect modern signalling practices and digital engineering, and they support better safety and more consistent outcomes across the rail industry.

This Standard helps reduce mistakes where systems connect, such as at interface points. It gives a common way of working, which helps different teams and organisations understand each other. This makes it easier for workers to move between jobs and helps systems work together more safely.

The Standard helps manage risks such as equipment not working together at a site. It also reduces the risk of design errors or designs that do not match existing systems. In addition, it helps limit mistakes in design and checking by using a clear and consistent process.

Start by reading AS 7718 to understand the skills and knowledge needed. Then review your current processes and compare them to the Standard to see where changes are needed. Use AS 7472 to manage any changes in a controlled way. Next, plan how your organisation will adopt the Standard, using AS 7474 as a guide. After implementation, regularly check how well the Standard is being followed and look for ways to improve.
