AS 7510.6 Braking Systems - Part 6: Trains

The objective of this Standard is to provide safety benefits in that proper braking performance contributes to the prevention of signals passed at danger, exceedances of authority, collisions or derailments of railway rolling stock by providing controls for known hazards (including those listed in Appendix B).

This Standard is intended to complement the rolling stock compliance certification process outlined in AS 7501, including all vehicle types such as new, modified and heritage rolling stock.

This Rolling Stock Standard defines the minimum requirements for brake performance, functionality, and compatibility of braking systems used on trains. It establishes a consistent baseline for braking design and operation to support safe and reliable train performance across the rail network.

The Standard provides important safety benefits by specifying the braking performance and control requirements needed to ensure trains can be operated safely. These requirements help prevent uncontrolled train movements, reduce the risk of collisions, and minimise the potential for derailments of railway rolling stock.

Since the last review, AS 7510.6 has been updated to adopt a more holistic and risk-based whole-of-train safety framework. This approach recognises that compliance with technical vehicle requirements alone does not automatically demonstrate that a train can operate safely in every operating environment. The revised Standard focuses on assessing overall train safety and braking performance within the context of actual operational conditions.

A key change is the introduction of a reference train, which serves as a benchmark for confirming braking performance. The Standard also introduces specific, measurable parameters that enable Rail Safety Operators (RSOs) to perform calculations and, where necessary, undertake testing to verify that train braking systems operate within acceptable limits. In addition, the Standard has been updated to ensure alignment and consistency with AS 7510.2:2024.

Satisfactory braking performance is critical for the safe operation of trains, particularly on long and steep gradients where the consequences of uncontrolled movements can be severe. AS 7510.6 strengthens the framework for assessing and demonstrating that train braking systems are suitable for the operating conditions in which they will be used, helping to reduce the risk of incidents and improve overall rail safety.

The Standard helps improve safety by requiring operators to demonstrate that braking systems can maintain adequate control of a train and stop it safely when required. This includes addressing the risk of insufficient air pressure within the braking system, which could otherwise affect braking effectiveness. The Standard also requires verification that the thermal performance of braking equipment is adequate, ensuring that brakes can continue to perform safely under demanding operating conditions, such as prolonged braking on steep descents.

Interoperability is supported by requiring confirmation that the braking equipment fitted to each vehicle within a train consist is compatible and functions effectively as an integrated system. This helps ensure consistent braking performance across different vehicles and train configurations, supporting safe and reliable operation throughout the rail network.

This Standard helps manage the risk of inadequate braking performance while a train is in motion, particularly on descending grades where braking systems are subjected to increased demands. Insufficient braking capability can lead to a train being unable to maintain safe speeds or stop as required, increasing the risk of derailments and collisions.

The Standard also addresses the risk of out-of-control trains by providing a framework for assessing and verifying braking system performance under a range of operating conditions. By ensuring that braking systems are capable of controlling and stopping trains safely, the Standard helps reduce the likelihood of uncontrolled movements and the serious safety consequences that may result from them.

AS 7510.6 affects all parts of an organisation involved in the design, maintenance, procurement, and operation of rolling stock. Implementing the Standard requires organisations to review how train braking performance is assessed and managed throughout the asset lifecycle, ensuring that braking systems are suitable for the operating conditions in which trains will be used.

The organisation’s Safety Management System (SMS) should be reviewed and updated, as appropriate, to reflect the requirements and revised approach introduced by AS 7510.6. This includes documenting how safe train operation is demonstrated, particularly in relation to braking performance, risk management, and operational controls.

Staff training should also be updated to ensure that employees affected by the Standard understand the changes and their responsibilities. This may include personnel involved in rolling stock engineering, maintenance, operations, safety assurance, and procurement activities.

Organisations may also need to review and update operational procedures, maintenance strategies, risk assessments, rolling stock design practices, and procurement requirements. These activities will help ensure that braking systems continue to meet the Standard’s requirements and support the safe and effective operation of trains across the network.
