AS 7529.1 Rolling Stock Fire Safety - Part 1: Locomotives and Freight

The objective of this document is to provide requirements, recommendations and guidance for fire safety for locomotive & freight rolling stock operating in Australia.

The requirements aim to ensure rolling stock is designed and maintained to reduce fire ignition risk, control fire growth, minimize fire impacts on people and operations, and support safe occupant egress and emergency intervention.

The introduction of new zero‑emission technologies for traction and auxiliary power has created new fire risks that need to be properly managed, and the updated Standard includes extensive new content addressing these risks. The existing AS 7529.1 and AS 7529.2 documents have been combined into a single Standard that now covers both locomotives and freight vehicles, simplifying previous duplication and ensuring that combined configurations, such as battery locomotives hauling hydrogen tenders, fall under the same requirements. The consolidation has reduced redundancy, created a clearer structure and ensured unified fire safety expectations across freight and locomotive applications. The update also incorporates revised and superseded reference documents, reflecting the fact that AS 7529.1 was last issued in 2014 and required alignment with contemporary fire safety and rolling stock standards.

Fire onboard railway vehicles is a significant safety hazard, as demonstrated by incidents such as the Taunton sleeping car fire in 1978, where multiple fatalities were caused by an uncontrolled onboard fire. This Standard improves safety by ensuring all locomotives and freight vehicles are designed and built to meet clear and contemporary fire safety requirements. The updated document specifically addresses the fire safety needs of zero‑emission rolling stock including lithium‑ion battery systems and hydrogen propulsion, ensuring emerging technologies do not introduce unmanaged risks. By applying a consistent national approach to rolling stock fire safety, the Standard also supports interoperability, particularly where vehicles travel between networks or where operators utilise mixed or evolving fleets.

This product manages twelve existing hazards related to fire prevention, fire spread and safe evacuation, while also introducing twelve new hazards specific to zero‑emission technologies. These include the initiation of thermal runaway, the propagation of heat and fire between battery cells, the release of flammable, toxic or corrosive gases, internal pressure build‑up within battery enclosures, high‑velocity flame fronts from venting or system rupture, ejection of hot debris or battery components, re‑ignition after initial suppression, electrical arcing or persistent voltage hazards following energy storage failure, hydrogen leakage from storage or fuel systems, accumulation of hydrogen in confined areas, low‑luminosity hydrogen flames that are difficult to detect visually and high‑pressure hydrogen storage failures. Together, these hazards reflect the complex fire and explosion behaviours of modern ZE propulsion systems and the need for robust engineering controls.

Implementation affects engineering teams, project teams and suppliers responsible for designing and producing new locomotives and freight vehicles. Procurement processes for new rolling stock should explicitly require compliance with the updated Standard so that fire safety obligations are embedded from the beginning of the project. While the Standard has no direct impact on tools or systems, it requires awareness and application by engineering and procurement functions. Rail operators, vehicle owners and manufacturers should ensure their engineering and procurement departments understand the updated requirements and incorporate them into all future locomotive and freight vehicle specifications, particularly where zero‑emission technologies are planned or under consideration.
