AS 7454 Management of Network Route Competence
The closing date for comments – Monday 18 May 2026
The latest review of AS 7454 Management of Network Route Competence is now open for Public Consultation.
How this product helps the rail industry
The review of AS 7454 helps reset route competence on a modern, risk‑based, nationally consistent footing that directly supports Rail Safety National Law (RSNL) obligations and national reform objectives.
It will drive clearer, nationally aligned links between route risk, training and assessment, make better use of VET units of competency, and strengthen how change, transfer and skill‑fade are managed so competent rail traffic crews can move safely and efficiently across networks.
About
AS 7454 sets out how rail traffic crew route competence is developed, assessed and maintained across passenger, freight, heavy haul and on-track machine operations, supporting operators to meet their RSNL obligations for competent rail safety workers and effective route risk control.
This review strengthens the focus on route risk assessments, risk‑based training needs analysis and alignment with nationally endorsed units of competency. It explains how route learning, assessment, refresher training and record‑keeping should be structured so that route knowledge is risk‑based, nationally aligned and integrated with relevant VET units of competency.
